Background
Oji Lao Plantation Forest Company Limited, “LPFL" was established in 1999 (signing of the Joint Ventures and Concessions Agreements). The major shareholder in LPFL is Oji Paper Co., Ltd of Japan. LPFL will continue to develop eucalyptus plantations on degraded land in the provinces of Bolikhamxai and Khammouane of Lao PDR.
The current area planted is approximately 4,500 hectares and this will increase to 50,000 hectares over the next 5-7 years.
LPFL is a joint venture company the shareholders being OJI Paper Co., Ltd of Japan, and the Government of Lao PDR. When mature, harvested eucalyptus logs will be chipped and exported to OJI Paper’s paper mills in Japan and China, via road No. 8 & 12.

Social and Environmental Development
LPFL has been expanding its Social and Environmental Dept., and currently has 6 Lao staff.
To date the LPFL Social Department has spent approximately $252,000 on direct social development assistance.

Song Hong Community Center
LPFL constructed the Center to strengthen social and environmental development in the Bolikhamsai and Khammouane provinces. The Center has training, museum / handicraft, medical, accommodation and community entertainment facilities.
ສູນພັດທະນາຊຸມຊົນບ້ານສອງຫ້ອງ

Being consistent with the Oji Paper Co., Ltd declared policy, LPFL has been expanding it’s Social and Environmental Department.
Local Villagers obtain social/economic benefit from LPFL from three aspects
1) salaries, weekly wages, working as contractors.
2) from LPFL social development funding infrastructure,education, health,Wats etc.
3) by intercropping in plantations, cattle grazing etc.
LPFL currently employs 140 Lao permanent staff, and employs between 400-600 local Village staff daily and local Contractors.

Land Survey and Site Preparation
The plantations are developed on degraded land which is defined under Lao Forestry Law and under the Land Allocation process managed by the Government. Land preparation follows international recognized environmental standard, LPFL is currently implementing the latest site preparation methods which provide additional environment benefits.

Planting and Tending
Planting is undertaken early in the rainy season, normally from mid May to late June. Fertilizing is scheduled after planting is completed.
At the beginning of the dry season, hand weeding and tractor harrowing is necessary to prevent moisture competition from weeds and to protect the plantations from forest fire.

Harvest and Transport
LPFL has done some successful trial log exports to Vietnam and Thailand. In a few years log exports from LPFL plantations will increase, and LPFL will construct a wood chip mill.
